Abstract

Rapid urbanisation, spatial fragmentation, and increasing mobility pressures have intensified the need for stronger land use transport integration (LUTI) in many cities. Weak coordination between housing growth, transport networks, and accessibility planning has contributed to congestion, inefficient land development, and uneven access to opportunities, particularly in rapidly growing urban regions. These challenges affect both commuters and planners, making the development of more responsive analytical tools an urgent priority.

This paper aims to examine how Agent-Based Modelling (ABM) has been used to strengthen LUTI, and to identify conceptual, methodological, and empirical gaps that affect its application in diverse urban contexts. To achieve this, the study adopts a structured review of academic literature published over the past two decades, drawing on peer-reviewed studies that apply ABM to land-use change modelling, transport microsimulation, and integrated urban systems analysis. The review finds that ABM enables the representation of heterogeneous agents and emergent spatial outcomes, offering advantages over traditional LUTI models that rely on static or aggregated behavioural assumptions (Waddell, 2002; Batty, 2005). However, persistent challenges such as data intensity, calibration difficulty, limited validation, and a concentration of studies in developed-world contexts continue to limit the transferability and operational use of ABM in planning practice (Moeckel, 2017; Crooks & Castle, 2020).

In response, the paper proposes a hybrid contribution consisting of a conceptual ABM–LUTI integration framework and an evaluation matrix to support systematic assessment and model transparency. Together, these outputs can assist planners and policymakers in selecting, interpreting, and applying ABM tools more effectively to support evidence-based urban development and integrated mobility planning.
