Multidimensional Measurement of High-Quality Development of Urban Digital Economy in China

Abstract

This study constructs a comprehensive evaluation index to assess the high-quality development index (HQDI) of the digital economy in 251 Chinese prefecture-level cities, using the coefficient variation–entropy weighting method and an improved coupling coordination model. Results show that from 2011 to 2022, the HQDI increased from 0.197 to 0.286, representing a growth rate of 45.2%, with marked regional disparities. Eastern cities lead through technological clustering and industrial synergy, while northeastern cities lag in transformation. Across dimensions- digital industry development, digital technological development, digital inclusive finance, and digital infrastructure, and inclusive temporal-equity and spatial differences are significant. Coupling coordination has improved, with dysfunctional cities declining and transitional coordinated cities increasing; however, coordinated cities comprise only 1.99%, indicating substantial room for improvement. Policy recommendations include adopting differentiated development strategies, strengthening regional synergies and cooperation, and enhancing inclusiveness and fairness to promote balanced, high-quality growth of the digital economy.
