The necessary condition for the occurrence and spread of innovation is the creation of an enabling environment that creates “innovative comfort” in the region. When analyzing factors affecting innovative comfort, socio-economic systems, it is necessary to take into account both economic and technological, organizational and managerial, political, legal, socio-psychological and local criteria. This approach will allow making effective management decisions in the field of regional regulation of innovation.
