Abstract

The need for reliable and efficient clean water services in Banda Aceh City has prompted the implementation of Smart Water Management at the Regional Water Company (Perumdam) Tirta Daroy. However, the implementation of this concept still faces a number of challenges, including resistance to change, budget constraints, limited human resource capacity, and the need to integrate new technology with existing conventional systems. These conditions have resulted in water supply services not operating at their full potential, both in terms of distribution efficiency and customer satisfaction. This study aims to formulate an optimal strategy for clean water supply services based on Smart Water Management at Perumdam Tirta Daroy in Banda Aceh City. The study employs a quantitative method using a questionnaire. Questionnaire data was collected from 32 staff members of Perumdam Tirta Daroy. Data analysis was conducted using the Strengths, Weaknesses, Opportunities, and Threats (SWOT) framework. The results of the study indicate that the optimal strategy for clean water service optimisation based on smart water management at Perumdam Tirta Daroy is the Strengths and Opportunities (SO) strategy, which involves leveraging strengths to more effectively capitalise on opportunities.
