Abstract

In order to protect the ecological envi-ronment of grasslands and to improve people’s livelihood, Chinese government proposed a policy called “Return Grazing Land to Grassland”. This is a great strate-gy on ecological construction of grass-lands. The government has played a very important role since the policy was car-ried out in 2003. It is significant about studying and analyzing the behaviors of the government toward the policy, sum-marizing the positive and negative as-pects which promote or hinder the policy, and putting forward some advices and suggestions.
