Abstract

The political and economic instability causes the need to improve the agrarian policy both in Russia as a whole and in the Russian regions. Its purpose is to ensure the economic security of the state in particular. A special place and the role of the agrarian policy in the economy of the country determine an increased attention of the authorities to the agro-industrial complex as a whole and agriculture as its integral part. The relevance of the topic chosen for the research is determined by the fact that the development of the modern agricultural sector of the regions is connected closely with the social infrastructure of the rural area. The negative factors hindering the development of rural areas have an adverse impact on the agro-industrial complex as a whole. The uncertainty, instability, unpredictability and tension in the agricultural sector of the country's economy increased due to the influence of unfavorable factors. The aim of the research is to evaluate the effectiveness of the implementation of the state agrarian policy of the region aimed at the development of rural areas by means of various methodologies. The main research methods were: analysis of the literature devoted to the problems of the village and the rural development; analysis of regulatory documents on the topic of research. With the help of inductive methods certain aspects of agricultural production, the policy of agro-industrial complex development, the economy of rural areas were analyzed at the level of the region. On the basis of the performed study, the authors made the conclusion about the presence of necessary conditions for an effective implementation of functions of rural territories in the agrarian policy of modern Russia. They also expressed their opinion on key assessment methodologies of the agrarian policy effectiveness of a region.
