Abstract

Facing the situation of “public opinion intolerance”, we discussed the relationship between” the public opinion” and “the social consensus”.And analyzed the different contents and forms of the social consensus under the different social states. From the social consensus’s function and its formation mechanism, we can see the social consensus can make the political system, economic system, traditional culture and the human society to become coordinated development. So, we have the confidence to pass the effort, from the way of core socialist values, improve the Internet environment, implement national safeguards and emphasize international cooperation, etc.
