Abstract

Government as the direct leader and promoter in the process of urbanization, whether they behave properly or not affect directly on the quality and speed of the process of urbanization. Taking a representative city in Hebei province, Qinhuangdao as an example, this paper spreads out discussion from the situation of urbanization, the existing problem of government actions and the thought of standardizing the action. The final conclusions follow: urbanization can’t do without government intervention; standardizing the act of government can promote the development of urbanization; government should clearly define their responsibilities and leave some things undone; government should be active in the aspect of responsibilities.
