Abstract

Survey results of abuse and illegal trafficking of drugs by BNN and Puslitkes UI (2017) in 34 provinces in Indonesia, The prevalence rate of drug abuse amounted to 1.77% or an estimated 3.36 million Indonesian population aged 10-59 years who misuse drugs, with a mortality rate of 30 people per day. Narcotics abuse problems are important to be discussed because narcotics misuse potentially cause health and social problems. The social and economic costs incurred by the impact are about 80 billion rupiahs per year. Narcotics abuse especially those who have chronic dependence and recurrence, which requires a long time and comprehensive treatment to recovery achievement (UNODC,2009; WHO, 2004; McLellan et al., 2009; Hers & Anglin, 2011). In Indonesia, the therapeutic and rehabilitation needs of abuse victims and narcotic addicts have been considered to be a necessity that evidenced by the Law No 35 of 2009 on Narcotics. The Ministry who directly related to the rehabilitation of narcotics addicts is the Ministry of Health (Kemenkes) and the Ministry of Social Affair (Kemensos). For health financing due to the adverse effects of narcotics use is not covered by BPJS and other insurance. So that financing is still listed on the DIPA budget of the Ministry of Health, Ministry of Social Affairs, BNN, and Personal financing. The costs incurred by the abuser to be recovered consist of medical expenses, social rehabilitation, and other complications. In this case, there is no State role in the financing process for rehabilitation. The purpose of this research to obtain a model of policy and strategy for the financing of drug abusers rehabilitation involving cross-sectoral. The research method uses qualitative analysis with the Critical Systemic Thinking Discourse. There will be conducted cost analysis by activity-based costing method, interviews, and focus group discussion on the level of community, private service organizers and policymakers. The expected outcome is the ease of access financing that affects the decline of drug abuse prevalence
