Abstract

This research work attempts to investigate the mode in which Chinese AI enterprises balance technology governance tensions associated with standardization versus adaptability in international expansion operations in varying regulatory settings worldwide. By using a multiple case study research design with semi-structured interview approaches to corporate executives combined with extensive textual research, an integrated technology governance framework with technical standards, data privacy, and algorithm ethics perspectives is constructed. The outcome of the research work uncovers in its empirical findings that strategy profiles with varying dominance levels from technical standards-dominated strategies for enhanced operational efficiency to adaptability-dominated strategies for favorable cultural responses in international operations have been effectively employed by the enterprises, which are largely conditioned by varying levels of regulatory environment intensity, architecture modular levels for technology, and enterprise configurations. The research work applies integration-responsiveness theories in the areas of artificial intelligence and establishes a critical capability for international success in technology governance with approaches that could balance the need for global efficiency with locally achieved adaptability in technology governance on the international scene.
