iRAP Road Safety Assessment Along R780 Highway (Navaron-Baghachra-Kolaroa Highway) in Satkhira

Abstract

Ensuring road safety is a significant concern in Bangladesh, presenting substantial challenges for road engineering experts. This is evident from reports indicating that many people lose their lives daily in road crashes, with at-risk road users, such as pedestrians, motorcyclists, and passengers of unsafe or unregulated public transport, contributing to a huge percentage of road traffic fatalities. An iRAP road safety assessment was conducted along the R780 Highway (Navaron-Baghachra-Kolaroa Highway) in Satkhira, Bangladesh to address this issue. In 2019, data were gathered from a 27 km highway section, specifically between km post 10.1 and km post 20, where pedestrian flow count and speed studies were conducted at two locations: an urban area (km post 13.8) and a rural section (km post 14.3). The collected data were coded for each 100-m segment, processed using ViDA, and subsequently provided a star rating after completing the required processes and uploading coded data. In the previous condition, the highway pre-dominantly received ratings of 2 stars or lower (out of a maximum of 5 stars) for vehicle occupants, pedestrians, motorcyclists, and bicyclists, highlighting a comparatively high risk of fatalities and injuries. However, after countermeasure implementation, most of the length of the highway achieved a 3-star or above rating, signifying improved road safety compared to the previous condition. This study highlights the iRAP methodology as a vital tool for the emerging generation of road engineers, who have the potential to play a vital role in fulfilling the goals of the Decade of Action for Road Safety.
