Urban Arterial Operational Issues and Solutions: A Case of Pragati Sharani in Dhaka City

Abstract

Urban arterials are major thoroughfares that generally carry heavy traffic volumes serving mobility functions. To address the arterial operational performance issues, a segment of Pragati Sharani (between Kuril Chowrasta bus stand and Natun Bazar bus stand) has been selected. The Progati sharani, an approximately 6.5 mile (5.63 km) long roadway extended from Rampura bridge to Kuril flyover, is a heavily congested major north-south arterial in Dhaka city. The objectives of this study are to: (1) assess the existing operational performance issues on the studied segment; (2) identify primary causes of congestion (poor operational performance); and (3) recommend (propose) planning level low cost and short term operational improvement measures. The methodology utilizes both qualitative and quantitative research approaches including reconnaissance survey and data collections (i.e., including measured and observational data such as roadway inventories including roadway cross sectional and longitudinal measures, traffic, pedestrian, parking and road operational characteristics etc; observations of operational issues and informal interviews (questionnaires surveys); vehicular and classification counts; travel time survey etc.). Data collections involve note and images takings; video recordings, traffic counting, etc. Issues are systematically identified and issue specific solutions/countermeasures are developed. It is found that the Pragati Sharani losses approximately 35% to 50% of its potential capacity due to the operational issues identified in this study. The findings of this study could potentially help responsible city agencies to take appropriate low cost short term measures to recapture lost capacities on this and other similar urban arterial roadways to improve traffic operations and safety.
