- Abstract
This study aims to identify and analyze the various constraints experienced by special needs educators in West Sumatra in conducting assessments for deaf and hard of hearing students. Assessment plays a critical role in both the evaluation process and the planning of effective learning programs tailored to the needs of deaf and hard of hearing students. Educators hold a central role in ensuring the success of assessments, as assessment competence is an essential component of professional expertise in special needs. However, in practice, numerous obstacles continue to hinder the optimal implementation of assessments. This study employed a descriptive quantitative approach, involving 56 special needs educators from different regions in West Sumatra as respondents. The findings reveal several key constraints encountered by educators, including difficulties in designing appropriate identification and assessment tools, interpreting assessment results, and developing learning programs that align with those results.
