Abstract

In the context of the normalization of epidemic prevention and control, local cases of COVID-19 have broken out on a small scale in certain cities in China. A local epidemic broke out in Chengdu on December 7, 2020, and many places were upgraded to medium-risk areas. For people from Chengdu, epidemic prevention and control policies on isolation and nucleic acid testing have been formulated across the country, but there are differences in policies. In order to explore the different epidemic prevention and control policies formulated by local governments and their influencing factors, the fuzzy set qualitative comparative analysis method was used to analyze the epidemic prevention and control policies of 46 sub-provincial cities and important cities for people from Chengdu, and five kinds combinations of influencing factors of epidemic prevention and control policies were obtained. Through a single-factor necessity analysis, it is found that the situation of the epidemic at the beginning of the year has a decisive impact on the formulation of stricter epidemic prevention and control policies, which leads to differences in local policies. At the same time, macro and micro factors work together to influence local governments to formulate strict epidemic prevention and control policies. Among them, the combining path of the central policy, the level of social and economic development, and the situation of imported cases explains most of the cases, and provides inspiration for further exploration of the influencing factors of local policy formulation.
