Abstract

The integration of core competencies into China’s senior high school English curriculum marks a significant shift from a knowledge-based instructional model toward holistic student development, in alignment with global educational trends. Within this framework, English writing is redefined as a complex social and cognitive practice essential for fostering integrated competencies. This study explores the interplay between writing instruction and the development of language proficiency, cultural awareness, critical thinking, and autonomous learning capacity. It identifies persistent challenges in classroom implementation—particularly in teacher preparedness and assessment alignment—and proposes a cohesive instructional framework built on four core strategies: reading-writing integration, genre diversification, mind mapping, and multi-dimensional evaluation. These are supported by transformative teacher professional development and principled technology integration. Grounded in sociocultural theory and contemporary L2 writing research, this study contends that a coherent competency-oriented approach can transform writing instruction from a routine exercise into a dynamic platform for cultivating transferable skills vital for the 21st century.
