Abstract

This article critically analyses and evaluates Indonesia’s early-retirement plans for coal-fired power plants (CFPPs), focusing at Cirebon 1 and Pelabuhan Ratu power plants. Retiring CFPPs early is not merely a technical exercise but part of the economic and political dynamics driving the energy-transition agenda. The study uncovers anomalies in these plans, including regulatory misalignment, counter-productive policies, and shortcomings in both the governance of and the implications for early retirement. Using an energy-ethics lens, the study foregrounds how early CFPP retirement affects a just energy transition and whether the policy can deliver lasting benefits to the public and the environment. A mixed-methods design integrates cross-disciplinary insights from technical, legal, economic and socio-political angles to unravel the complexities of Indonesia’s CFPP retirement plans.
