Abstract

The reform of Corn market-oriented reform of the purchasing and storage system is an important initiative of our food and agriculture subsidy reform. Using the panel data of the main corn producing areas from 2004 to 2023, based on the super-efficient DEA model to measure the TFP in the period of the storage system reform, and based on the double-difference model, this paper explores the actual impacts of the policy implementation and the reform adjustment on the total factor productivity of corn. The results show that the implementation of the storage system policy hinders the effective growth of corn TFP to a certain extent. For corn TFP, the dampening effect of the support policy did not show strong persistence. This “negative productivity effect” is mainly due to the failure of market-oriented reform of the purchasing and storage policy to provide effective income incentives for corn farmers, which in turn affects their wealth accumulation. This suggests that the role of TFP improvement should not be overestimated. It is thus proposed that the reform direction of corn producer subsidies should be adhered to, giving fuller play to the role of the market mechanism.
