Abstract

Social networks become the full-fledged tool in communications between different subjects of the interpersonal and social relations. It is caused by presence at networks of specific target audience and a possibility of fast information exchange. Today the history of origin and development, perspective of functioning of social networks gradually turn into one of the relevant directions of scientific research, and attracts interest of representatives of different sciences: from philosophers, sociologists, economists, to experts in the sphere of ICT. The Internet represents the global phenomenon, but, despite globalization, local interests promote creation of communities and their unity. Increase in communications at the regional level will lead to development of the region, there will be an overcoming social exclusion, marginalization and other. In material the analysis the practician of implementation and advance of ICT in different spheres of activity of citizens is provided. The comparative analysis of regions of the Northwest of Russia and the Far East is carried out. Materials FOM, IRIO, results of researches of the Russian and foreign scientists and analysts, an Internet site became information sources of the article.
