- Abstract
The research focuses on the domestic and international scientific and technological innovation policies and experience in introducing and cultivating high-level talents from the perspective of comparative study. From the analysis of the recent domestic and international scientific and technological innovation policies and the comparison of the high-level talents introduction experience of home and abroad, the research summarizes the parts which are suitable for Liaoning Province. The research concludes that a perfect system of personnel policies is the basis for scientific and technological innovation. A diversified personnel cultivation mode is an important condition for scientific and technological innovation. Strengthening the innovative incentive mechanism of talents is a significant method to scientific and technological innovation. Optimizing the living and working circumstance is a necessary condition for the construction of high-level scientific and technological talents. Strengthening the awareness of hardship is the prerequisite to solve the problem of scientific and technological innovation. Strengthening the awareness of opportunities and capital is the key to build a strong team of high-level scientific and technological talents.
