- Abstract
As extreme climate disasters become increasingly frequent worldwide, the demand for transnational rescue operations continues to rise. This article examines the limitations imposed by international law and the principle of national sovereignty on such operations and evaluates the current status and shortcomings of China’s transnational rescue mechanisms, using its humanitarian response to Tropical Cyclone Idai in Mozambique as a case study. Based on this analysis, the paper proposes targeted recommendations including improving the international legal framework, deepening cooperative ties with neighboring countries, and establishing integrated rescue teams to enhance China’s response capabilities and international image in global disaster relief efforts.
