- Abstract
This paper examines how local government units (LGUs) in the Philippines navigate public transport governance under a devolved system. We identify five models of LGU involvement: (1) Route planning and service standards enforcement, (2) LGU-operated services, (3) Public-private partnerships, (4) Fare collection oversight, and (5) Service contracting. These models reflect varying levels of government participation, but implementation faces challenges such as resistance from operators, fare disputes, and political instability. Strategic planning, stakeholder engagement, and institutionalized policies are crucial for overcoming these barriers. The Philippine case provides insights into balancing public oversight with private sector participation, informing global transport governance discussions.
