Abstract

The Decade of Action for Road Safety 2021 – 2030 has set a target to reduce road traffic deaths and injuries by at least 50% by 2030. Aligned to the 12th Global Road Safety Performance Targets, Targets 3 and 4 have emphasized road technical standards. The International Road Assessment Programme (iRAP) was introduced and implemented worldwide, including in Malaysia, to align with these global targets. This study aims to understand the challenges of iRAP implementation in Malaysia and, thus, provide recommendations to relevant stakeholders. A quantitative method was adopted in this study through an online questionnaire survey to obtain insightful views among the targeted respondents in road safety engineering fields: academicians, consultants, contractors, and government officers. This study used a simple random sampling technique to nominate 111 respondents. The researcher used a Relative Index Inequality (RII) analysis based on 5 Likert scales to analyze the feedback data. The study showed that most respondents agreed that road engineering elements contribute to road safety in Malaysia. The RII results identified the top-ranked challenges and strategies to implement iRAP in Malaysia as clearly defined roles and responsibilities of team members by the project leader, and the government agencies should allocate financial support incentives and invest in road activities, tools, machinery, and equipment for iRAP projects, respectively. Researchers should broaden future research to obtain more information about the effectiveness of iRAP implementation using real projects.
