This volume contains the invited lectures and general progress reports presented at 2023 3rd International Conference on Culture, Design and Social Development (CDSD 2023). The Conference was held via virtual form in Kuala Lumpur, Malaysia, from 1 to 3 December 2023. The motivation for CDSD 2023 was the need for a detailed consideration of research and development in culture and social development.

The topics of the papers collected in this volume cover but are not limited to the following areas: Cross Cultural Education, Cultural Development and Integration, Art Management and Teaching Design, Social Movement and Development, Urban and Regional Planning, etc. We hope that this volume will be an important resource of information about the latest progress in culture and social development and will be useful, first of all, for graduate students, but also for relevant researchers.

The Conference attracted about 100 delegates from Malaysia, Spain, UAE, India, China, and other countries. It featured 4 keynote speeches, 9 oral contributions, and various poster presentations, allowing for a relaxed discussion of research results and facilitated productive networking environment.

In the keynote speech part, four renowned professors delivered speeches and shared expertise insights with their own researches. Based on the report Culture for Education in Sustainable Development: A Competence-Based Interdisciplinary Project, Assoc. Prof. Dr. Soraya Garcia-Esteban (University of Alcala, Spain) shared her research experience and provided new ideas to us. Culture can promote Education for Sustainable and Competence Development with service learning. Based on that Culture can promote Education for Sustainable and Competence Development with service learning and taking cultural heritage as a learning object, she proposed didactic actions and strategies to integrate community service and academic learning from an interdisciplinary perspective to develop different key competences and specific ODS using specific resources and methods. And next, Assoc. Prof. Dr. Manjet Kaur Mehar Singh (Universiti Sains Malaysia, Malaysia), Assoc. Prof. Dr. Purrie Pui-Yee NG (University Beijing Normal University-Hong Kong Baptist University, United International College, China), and Assoc. Prof. Ashley Yoon Mooi Ng AMN (University of Nottingham Ningbo China, China) performed their keynote speeches one by one.

We would like to thank the speakers for their participation atCDSD2023 and for their efforts writing contributions for this paper volume. We also express our gratitude to the expert reviewers for their careful choice of the conference contributions and enormous effort.
