Proceedings of the International Session on Factors of Regional Extensive Development (FRED 2019)

The special session on the Factors of the Regional Extensive Development was held within the course of the major SibTrans events dedicated to transportation and infrastructure. The meetings took place on 27 May-1 June 2019 at Irkutsk State Transport University and were organized jointly by leading regional universities and transport companies.

The aim of the session is to create a common platform for specialists from different Russian regions as well as for international researchers from Kazakhstan, China, and Vietnam to discuss financial, administrative, cultural and environmental issues of regional development. Studies on the development of infrastructure, logistics, and transportation were discussed in detail. Some proposed solutions appeared to be practical and would be used by policy-makers to deal with the transportation challenges relevant to the Siberian region.

The FRED 2019 proceedings collect the most up-to-date and comprehensive papers that discuss a wide range of such aspects of regional development as human resources, investment, infrastructure, business administration, and environment, as well as social and cultural factors. The last sections of the volume are specifically dedicated to historical and analytical reviews on topics within the scope of the session. We sincerely hope that the FRED 2019 proceedings will show the readers a broad overview of challenges and recent developments in the scientific field of regional infrastructure and resource management.

We would like to express our sincere gratitude to all the members of the organizing committee for their hard work when preparing for the conference. We are grateful to Irkutsk National Research Technical University that was the host of FRED 2019. Last but not least, we would like to thank all the authors, reviewers and editors for their great contribution to the success of our conference and preparing the conference proceedings.
