Abstract

The study aims to identify strengths, weaknesses, opportunities and threats in the implementation of the partner notification program in the MSM group in Kendari. This study employed a qualitative case study design, guided by the Health Belief Model (HBM) and the Theory of Planned Behavior (TPB). Data collection techniques through in-depth interviews and purposive sampling techniques with 7 informants consisting of LSL perpetrators, health workers, peer mentors and the Head of YPKDS. The results show that from the implementation of the partner notification program, all informants stated that the programs they received from partner notification activities such as mentoring, education related to HIV, monitoring of drug intake, and regular check-ups made them feel accepted, optimistic in doing daily activities because they received more attention and they had better understanding related to the partner implementation program. However, there is still stigma or discrimination in society against MSM with HIV which is an obstacle for them to join this program. This study has a major influence on the implementation of the partner notification program by observing its strengths, weaknesses, opportunities and threats. This study underlines the importance of conducting counseling and education for the community regarding HIV in order that the stigma against HIV-positive MSM can be suppressed or eliminated.
