Abstract

Since the 18th National Congress of the Communist Party of China, the people-oriented ideology has become the guiding ideology of the whole party and runs through all aspects of ruling the country, and has become a major policy of China. As an administrative and legislative act with both the legislative and administrative attributes, it is also necessary to adhere to the people-centered principle. Depending on its own nature and the relevant laws, it is necessary to establish an administrative and legislative system centered on the people.
