Assessment of the Impact of the Inclusive Village Programme on Women’s Economic Empowerment in Rural Indonesia

Abstract

This study aims to evaluate the effectiveness of the Inclusive Village Programme in improving economic skills and women’s empowerment through Village-Owned Enterprises (BUMDes) in Enrekang Regency, Indonesia. A mixed-method approach with a sequential explanatory design was used, with data collected through surveys of 166 women from eight villages and supported by interviews with programme stakeholders. Descriptive and inferential statistical analyses indicate that the program’s effectiveness in increasing participation, improving economic skills, and promoting empowerment remains below optimal, with average scores below the effectiveness threshold (2.45–2.48). A one-sample t-test revealed that all three indicators have significant values (p > 0.05), namely: participant participation: p = 0.700, economic skills: p = 0.202, and economic empowerment: p = 0.398. Structural issues such as short training duration, limited access to digital resources, and the weak institutional role of BUMDes significantly hindered the programme’s impact. Additionally, administrative rigidity, budget misalignment, and the absence of integrated mentoring models further exacerbate implementation gaps. This study proposes a hybrid mentoring model that combines bureaucratic accountability with participatory approaches from NGOs to strengthen the sustainability and inclusivity of empowerment efforts. These findings contribute to inclusive rural development and provide policy recommendations for governance with women’s participation in village-level institutions.
