Research on the Mechanism of Government Support for Sci-Tech Finance from the Perspective of Resource Allocation—A Case Study of Guangdong Province

Abstract

The development of sci-tech finance is inseparable from government support. The government may play a more critical role than the market, especially in the initial stage. This paper first reviews the research literature related to sci-tech finance and resource allocation during the transformation of government functions. It divides the exploration of Guangdong Province in the government mechanism of sci-tech finance in recent years into three aspects: guidance-incentive mechanism, service-guarantee mechanism, and supervision-constraint mechanism. Then, from the perspective of resource allocation, this paper points out five main problems in the government mechanism of sci-tech finance in Guangdong Province: the macroscopic management system is too scattered, the multi-level investment and financing system should be improved, the status of the national strategic emerging industries is not prominent, the regional agglomeration effect of resources has not been brought into full play, and high-quality external resources from Guangdong-Hong Kong-Macau Greater Bay Area are not introduced. Finally, the paper provides targeted suggestions for directions of improvement and policy recommendations.
