Culture includes language, a special cultural phenomenon. When it comes to culture, most scholars agree that it mainly includes two aspects: material culture and spiritual culture. These are various manifestations of material culture in different nations. Some examples of material culture are listed here: Indian women wear saris, Japanese like to eat sashimi, and Chinese like to shake hands when meeting each other, etc.

We hope to have a deeper discussion on this respect. Therefore, 2023 4th International Conference on Language, Art and Cultural Exchange (ICLACE 2023) was held on May 19–21, 2023, in Hangzhou, China (hybrid form). The conference provided a high-profile, leading-edge forum for researchers, engineers, and practitioners to present the state of-the-art advances and innovations in theoretical foundations, systems, infrastructure, tools, testbeds, and applications, as well as to identify emerging research topics.

This year, ICLACE 2023 focused on the latest research and technology of language, art, and culture to discuss the innovation and development in these fields. It brought together about 80 participants and featured a robust single-track technical program of peer-reviewed papers and invited keynote lectures. Many renowned professors delivered dramatic keynote speeches during the conference. Assoc. Prof. Pengyang Zhang (Capital Medical University, China) addressed a keynote speech on the title Reflection and Practice on Building a New Ecological Environment for External Propaganda in Higher Medical Colleges—Taking China Capital Medical University as an Example. External publicity is an important channel for universities to communicate with the outside world, as well as enhance their awareness and reputation. For higher medical colleges that are currently on the rise, how to open up a new pattern and make external publicity an important carrier for disseminating the school’s brand image, service concept, and value system is a topic that university propaganda workers should consider. This research took the external publicity work of Capital Medical University as an example to analyze the external publicity strategies of higher medical colleges. The insightful speeches of each keynote speakers triggered heated and interesting discussions and a good number of informal talks between all the participants.

This volume covers topics on all fields of research related to language, art, and culture, including Body Language Communication, Language Research and Development, Language and National Conditions, Drama and Film and Television, Chinese Calligraphy and Painting, Regional Culture and Cultural Differences, Intangible Cultural Heritage, etc., increasing the number of scientific publications for science and technology innovation.
