Local Concern on Plastic Bag Charge in Indonesia: Do we really care?

Abstract

Indonesia is on 2nd rank of countries which most contribute plastic trash worldwide after China. Indonesia latterly has restricted plastic bag in retail since March 2016, left behind China which already ban since 2008. This restriction policy regulate retail industry charge at least $0.02 - for every single plastic bag that used by its buyers depends on their region. This study analyzed the public concern on implementation of plastic bag charge policy. Public concern on this policy was observed by analyzing the largest online petition website in Indonesia. Nowadays online petition is the fastest media to communicate the public support about some issue to the decision makers. The local concern in each e-petition is determined by content analysis of petition content, orientation, and its support to environment. Local community has enormous perspective seeing this policy. Most of them already show this phenomenon as environmental orientation, even there is still people think about the economic value In this policy trial period, at least there are 5 mass petitions focused on the plastic bag charge policy. It is about 3, 7% of total petitions on issues of environmental health petitions that posted in the e-petition website. The time issued of the petitions was on the first month when this policy executed. Not all of the petitions supporting the policy implementation due to the ambiguity of the money transparency. While most of the petitions claimed the regulator should increase its charge nominal. By the time this trial time of this regulations end, the public concern of this policy has been decreased.
