Abstract

Law of The Republic of Indonesia Number 6 Year 2014 stated that strengthening democracy in village has the intention to develop democracy climate in village simultaneously in order to make village to be more dynamic and progressive. One of the forms to strengthen the village by democratization is reform the functions of Village Consultative Board (Badan Permusyawaratan Desa or BPD); first, full authority to do supervision on the village head's work performances, second, actively involved in the discussion and agreement of the draft of Village Rules, and the last, accommodate and transmit the aspirations of the village community. The next form is implemented village deliberation as a more realistic and significant place for political involvement of villagers. Last but not least, more democratic process on elections for village head. The purpose of this study was to give detail description of democratization practice in village after the implementation of village law. The study was taken place in four villages, two regencies in Central Java (Kebumen and Bantul) which was held in the period of time from February to March 2016. This study was not only to assess the change of structural aspects but also to elaborate social processes that happened in the process of democratization that took place in the village after the implementation of Law No. 6 Year 2014. Using qualitative methods (case studies), the findings indicated that there were structural aspect changes which tend to be without (minimal) excesses, but not on cultural aspects. However, the social process was still very dynamic as the implementation time of the new village law was short (two years), it still allowed the changes to occur in the future.
