- Abstract
River chief system is a new innovative system in the field of environmental administration in China. In the process of the practice, the innovation was implemented to set the village-level system under the provincial, municipal, county and town levels in many areas. The village-level river chief system played an active role in the watershed water environment management, but it was still in face of the situation of information asymmetry, lack of assessment, public participation at the end of the dilemma and so on. Thus, this paper puts forward the idea of introducing “civilian river chief” to assist in promoting watershed governance, and from the perspective of public participation mode in the watershed governance, explains the rationality and superiority of “civilian river chief” as well as the division of powers and responsibilities, and operating mode when implemented.
