Proceedings of International Scientific and Practical Conference “Russia 2020 - a new reality: economy and society” (ISPCR 2020)

The International Scientific and Practical Conference “Russia 2020 – a new reality: economy and society” was successfully held on December 9-10, 2020 in Veliky Novgorod, Russian Federation.

The conference was held with the support of the Russian Foundation for Basic Research (No. 20-010-22026 COMPETITION - Scientific events). The International Scientific and Practical Conference “Russia 2020 – a new reality: economy and society” is a scientific and practical event focused on the integration of research in the field of regional economics, system economics, institutional theory, public administration, forecasting, law, sociology, management and education. The relevance of the conference is due to the events taking place in the world space – along with globalization, digitalization and urbanization, all of a sudden, for most representatives of human civilization, phenomena have arisen associated with changes in the living conditions and activities of a large number of citizens of different countries of the world, as a consequence of the COVID-19 pandemic.

The relevance of the issues discussed at the conference is due to the need to comprehend possible scenarios for the future of Russia and the world, to search for new methodological grounds for their determination. The solution to the problems of ensuring the sustainability and innovative development of industrial systems is in demand. The change in the paradigm of global technological development, the emergence of the sixth technological order necessitates the creation of conditions for ensuring the competitiveness of industry in world markets.

The conference discussed digitalization trends and their impact on the development of society and the economy. In a changing world, the issues of configuration of interaction between the state, business and society come to the fore.

The fundamental nature of the event is due to the fact that the scientific results of the conference are designed to provide the formation of new ideas in the field of system analysis of global socio-economic processes from the standpoint of interdisciplinary research in determining scenarios for the future development of Russia and the world, scientific substantiation of new and existing methods, tools for improving one or another type of activity.

The practical significance of the conference was manifested in the approbation of the main results of research carried out by both domestic and foreign scientists, in the consideration of the system of methods and means for improving the economic and social development of countries.

The main topics of the conference were:
1. Socio-economic processes: new vision, trends. Possible scenarios for the future of Russia and the world. The effectiveness of interdisciplinary research in determining scenarios for the future development of Russia and the world. Search for new methodological grounds for determining scenarios for the future development of Russia and the world.
2. Modern society: global and regional economic and legal processes.
3. Spatial and regional Economics. Development of territorial socio-economic systems: issues of theory and practice. The role of innovative scientific and technological centers in the development of the region and industry. Economics and management of knowledge-intensive industries.
4. The New paradigm of education and the geopolitical modification of globalization configurations.
5. Applied research in the era of digitalization and their impact on the development of society and the economy
6. Intellectual economy of the new century: the economy of post-knowledge.
7. Institutions and institutional theories. Economic theories of the state and public administration. State, society and law in the new reality. Social policy. Social-oriented development of Russia in the new reality: prospects and problems. Problems and optimization of interaction between the state, business and society.
8. Development of modern communities in conditions of risk and uncertainty of the environment. Social security. Economic security of countries, regions and economic entities.

The following round tables were also held:
“Innovative scientific and technological centers: efficiency, development, prospects”, “Scientific collaborations in applied research and the problems of commercialization of scientific developments”, “Interaction between the region and the university: results of empirical research”.

More than 300 scientists took part in the conference.

The participants were especially interested in the reports: by V.M. Efremenkov, Doctor of Technical Sciences, Professor, Vice-Rector for Research and Innovation, Yaroslav-the-Wise Novgorod State University – “ICST “Intellectual Electronics –Valdai” – a strategic project”; by V.V. Gorochny – “Interaction of educational and innovation clusters in order to increase the innovative security of the western border regions of Russia”.

Conference proceedings include 100 accepted articles selected from 268 submitted. Out of 100 articles, 51 were prepared based on the results of research under RFBR grants. We would like to thank the reviewers of these manuscripts who provided constructive criticism and encouraged comments and suggestions from the authors. We are extremely grateful to the organizers, program committee and editors, and we would like to express our sincere gratitude to all authors for their excellent contributions and work.
