Abstract

along with our country urbanization and rural social transformation, rural contradictions increasingly prominent, especially the contradiction between the villagers and the village committee, conflict. The village committee devour their collective property on abusive, serious violations of the economic interests of the farmers and democratic rights, and even cause a large number of mass incidents. Investigate its reason is various, the village committee and the township government function definition is not clear, lack of power supervision mechanism of village party committee leadership and supervision mechanism is not sound, lack of consciousness of villagers’ autonomy, the deficiency in the system of supervision and so on. One of the most critical problems is the lack of a village committee power supervision of the status of the same, clear powers and responsibilities of the regulatory agency. This paper suggest: from the township government functions; From the bottom: the village committee function definition; From the inside: improve the party branch leadership supervision mechanism, from the outside: improve and strengthen the democratic supervision mechanism.
