Abstract

The Merak Crossing Port Service Unit Office is a technical implementer within the Ministry of Transportation in the Banten region which is under and directly responsible to the Minister of Transportation through the Director General of Land Transportation. This study aims to determine the suitability of the application of the SIWASOPS TSDP website in the issuance of an online Sailing Approval Letter (SPB) in the area of the Merak Crossing Port Service Unit Office. This problem refers to the Regulation of the Minister of Transportation Number 28 of 2022 concerning Procedures for the Issuance of Sailing Approval Letters and Approval of Ship Activities at Ports and the Decree of the Director General of Land Transportation Number KP-DRJD 5647 of 2023 concerning Guidelines for the Issuance of Sailing Approval Letters for River, Lake, and Crossing Transport Ships. The result of this study is that the implementation of the use of the SIWASOPS TSDP website by the Merak Crossing Port Service Unit Office in online SPB issuance services is not in accordance with the applicable rules and is not optimal because there are still obstacles and obstacles in its implementation, obstacles and obstacles faced by shipping agents and the Merak Crossing Port Service Unit Office in the use of SIWASOPS TSDP to carry out SPB issuance services, among others network and server connections that are still often disrupted, several external systems such as Ferizy have not been optimally integrated, efforts made by shipping agents and the Merak Crossing Port Service Unit Office in optimizing the obstacles and obstacles that occur, among others, by providing qualified internet devices and increasing internet speed, improving the website system so that document uploads are no longer manual and are directly synchronized and integrate all servers related to SPB issuance requirements such as Ferizy, AIR-SDP and Health Quarantine.
