Abstract

All universities are supposed to uphold and improve principal responsibility system under the leadership of the Communist Party, to complete the internal governance structure, to establish a modern university system which suggests that implementing a multi-subject in university, distributing appropriately extent of authority, sharing responsibility of the school affairs and provide public service with teachers, students, their academic community and the administrative departments.
