Welcome to the 2023 5th International Conference on Hydraulic, Civil, and Construction Engineering (HCCE 2023). The event was hosted by Central South University, and co-organized by its School of Civil Engineering and Architecture, in conjunction with the AEIC Academic Exchange Information Center, and supported by Hunan City University. The Proceedings cover a broad range of topics concerned with researches in hydraulic, civil, and construction engineering: Water Project and Management, Structural Seismic Design, Structural Monitoring and Control, EngineeringQuality Appraisal, Intelligent Construction, Urban Planning and Design, etc.
