Abstract

In this paper, the author defines the network group incidents and analyses their characteristics in a forward-looking vision, and accordingly studies the classification of such events from multiple perspectives and recommends classified control countermeasures for the government against four types of network group incidents, including those with opaque information, those concerning legal system development, those related to entertainment and those concerning government management.
