Abstract

The paper presents the review of organization and governance concepts influencing public administration. It analyzes the main characteristics of a law-governed state, ideal bureaucracy, new public management, public governance, including the Neo-Weberian State. The conducted analysis results in a conclusion that in spite of administration being perceived as a relatively stable system it is subject to an extensive dynamics of paradigm changes. It results from the continuous search for optimal solutions in terms of an organization and its functioning.
