A Decision Support System for School Planning Using the TOPSIS Method: Design and Development Approach

Abstract

This study presents the development and evaluation of a Decision Support System (DSS) for school planning (Rencana Kerja Sekolah – RKS) using the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) method to enhance objectivity and transparency in educational decision-making. The system was implemented as a web-based application employing a three-tier architecture consisting of presentation, application, and data layers. The frontend, developed with HTML, CSS, and JavaScript, provides dynamic input forms and interactive result visualization, while the backend, built using PHP 8.1 and MySQL 5.7, automates TOPSIS computation through normalization, weighted processing, and preference scoring. A case study using data from a regional education office evaluated five school planning alternatives across ten criteria (six benefit and four cost). The DSS generated rankings consistent with expert assessments, validating its analytical accuracy and decision reliability. Performance testing using Apache JMeter under user loads of 10, 50, and 100 concurrent sessions yielded average response times of 0.8s, 1.5s, and 2.9s respectively, with CPU utilization remaining below 70%, demonstrating system stability and scalability. The results confirm that the DSS RKS effectively supports data-driven, efficient, and accountable school program prioritization. Future enhancements include integration with educational data systems, incorporation of hybrid decision models (AHP–TOPSIS, Fuzzy TOPSIS), and the development of a mobile-based version for wider accessibility.
