Abstract

Multicultural Guidance and Counseling (MGC) services play a strategic role in addressing the complexities of socio-cultural diversity within Indonesian schools. However, the implementation of MGC remains hindered by significant challenges, including limited counselor competence and the absence of contextually relevant technical guidelines. This study aims to develop a conceptual framework and practical components for creating guidelines tailored to Indonesia’s unique educational context. Employing a comprehensive literature review methodology, this research integrates the theoretical constructs of cultural humility, asset-based intervention (ABI), and multicultural counseling competencies (MSJCC and MAKSS-CE-R) to form the basis of the proposed framework. The findings underscore the necessity of designing MGC guidelines that are reflective, participatory, and applicable to promote equitable and transformative counseling services. This study makes a conceptual contribution to the reconfiguration of locally grounded counseling practices and provides a roadmap for developing inclusive educational policies and professional development in multicultural school settings.
