Abstract

Letter-and-visit for petition (Xinfang) is a kind of special social and political phenomenon under the constraints of Chinese political system. Although administrative monitoring means can maintain the order of letter-and-visit to some degree, they are not enough to completely change the political attribute of letter-and-visit, let alone eliminating the motivations of petitioners. The social cause of letter-and-visit is that the interest appeals (private or public) brought about by the social transformation can not be politically satisfied within the existing institutional framework. Therefore, the fundamental way to solve the problems from letter-and-visit is to improve the effectiveness of political participation, while it is imperative to realize the integration of social interests and enhance the interest-expressing function of the social organizations involved in conflict mediation.
