Abstract

As an innovative concept of American public schools, charters schools exchange obligation for autonomy and join education marketization which ultimately trigger a healthy and competitive environment for the entire public education system. It is a new method to solve the problem of government monopoly in public education. This paper will elaborate the concept of charter school, analyze its development logic in school autonomy, accountability, and education marketization. Through observing its practical problems in increasing social stratification and racial inequality, school choice invalidation, and education’s subordinate to economy, this paper tries to inspire Chinese education that we should clarify the positive and negative effects of education marketization, meanwhile study its idea and successful practice. By combining with the actual situations in China, it is possible to formulate a new suitable approach for Chinese public education reform.
