Abstract

Every soldier has career development opportunities through regular and non-regular education. It’s just that a number of soldiers do not carry out every post-education assignment, both in the unity of origin and the new. The soldier’s actions constitute a crime of desertion. This research aims to analyze the policy of desertion crimes carried out by Army soldiers and find out the dynamics that support and inhibit soldiers from leaving the unit without permission (desertion) after carrying out career development education. This research uses qualitative methods descriptively. Primary data collection techniques are carried out by observation and interview of 7 (seven) informants in purposive sampling. While the collection of secondary data with reports, documentation and literature in accordance with research. Data analysis techniques are carried out by data collection, data reduction, data presentation, and conclusion and verification. The conclusion of this study is that the process and mechanism for solving desertion crimes in the West Aceh Military Resort Command 012 is carried out through 2 (two) mechanisms. First, if the soldier concerned returns to the unity of origin then the process is carried out according to the superior who has the right to punish. Second, if the soldier concerned does not return to the unity of origin then the legal process is carried out in absentia. Furthermore, the dynamics that support the occurrence of desertion crimes due to the lack of strict school selection process for soldiers.
