Abstract

The distribution and combination of policy tools in public crisis management are significant issues in major public health emergencies. This paper takes the outbreak of Lukou Airport in Nanjing, Jiangsu Province as the background, and takes the relevant laws and policies issued by Nanjing, Yangzhou, Huaian, and Suqian as the research case. We build an analysis framework with an observation dimension with policy tools and value orientation and use NVivo 11 software as the quantitative analysis to quantify and encode all policy texts. The study found that in each stage of public health emergencies, the Chinese government uses health prevention and control policy tools the most frequently in the overall view of epidemic prevention and control. In value orientation, the government pay the most concentration on monitoring and early warning and organizational leadership and guarantee. When formulating relevant policies in the future, the government should pay more attention to optimizing the allocation structure, paying more attention to the coordination of policy use, and formulating policies according to local characteristics.
