Abstract

The article analyzes the causes and factors that cause the socio-demographic depression in the Russian part of the contemporary Greater Altai. The main conclusion is that the broader and sustainable development of human capital in the region is hampered by the crisis of the regional policy “center,” which has not been overcome to date.
