Abstract

Skill development has become a critical pathway for India to grow in a way that includes everyone. The goal is to give young people skills that will help them get jobs and make sure that everyone has a fair chance to participate in the job market. Even though the Skill India Mission has made a lot of policy changes, marginalised groups that are already on the outside, like Scheduled Castes (SCs) and Scheduled Tribes (STs), still have trouble getting training, especially in rural areas like Assam. This study is motivated by the necessity to assess the efficacy of skill development as a social management system, a structure through which governmental interventions, institutional frameworks, and community engagement converge to produce quantifiable social outcomes. It centres on pinpointing the socio-economic, institutional, and contextual factors that affect the participation of marginalised youth in skill development initiatives. The analysis utilises primary data from 600 respondents in Sivasagar district, gathered through a multi-stage sampling design. A logistic regression model identifies the principal determinants of inclusion, followed by multilevel logistic regression, bivariate probit estimation, propensity score matching, and mediation and causal forest models to ensure robustness and address heterogeneity. Results revealed that participation in training, prior experience, and membership in a Self-Help Groups (SHG) significantly improve inclusion. Participation in SHGs mediates the impact of training, while diverse effects benefit women and SC/ST youth. The study concludes that integrating community networks into training delivery enhances scalability, accountability, and social impact, thereby advancing the comprehension of skill development as an adaptive and inclusive social management system.
