Abstract

The fast advancement of technology and information through the internet has given rise to cyberspace, fostering globalization and allowing diverse electronic transactions. One major impact is the rise of e-commerce, allowing individuals and companies to conduct buying and selling online. This research applies a normative juridical method, examining theories, concepts, legal principles, and relevant regulations. In Indonesia, weaknesses remain in terms of legal substance, technical implementation, and accountability. Under Law No. 27 of 2022 on Personal Data Protection, e-commerce platforms act as data controllers, responsible for the security, accuracy, and legality of consumer credit card data processing. In contrast, payment gateways serve only as data processors, handling technical aspects of transactions. Despite these provisions, regulatory enforcement remains weak due to limited oversight, insufficient institutional capacity, and low legal and digital literacy among both businesses and consumers. As a result, credit card data breaches continue to pose serious risks. Strengthening regulation, supervision, and technical safeguards is urgently needed to ensure that credit card transactions in e-commerce are conducted more securely, effectively, and accountably, while also building public trust in digital transactions.
