Abstract

Comprehensively deepen reforms must be to promote social equity and justice, enhance the welfare of the people as the starting point and ending point. Creating a fairer and just social environment should base on more sharing the benefit of reform with all the people. Not only to guarantee the sharing of material civilization achievements, but also to guarantee the sharing of spiritual and cultural development achievements. To adapt to the central new requirements of building a moderately prosperous society, construct the “people village”, bring up educated and skilled farmers of the socialism, and meet their ever growing material and cultural needs. To solve the problem of “cultural development of the last one km issue”, we must put the emphasize on rural Culture's Self-production, developing the rural Culture’s Self-production is the key to the development of rural culture in rural productivity.
