Abstract

Building utilization requires a certificate of building suitability, which is reviewed regarding safety, health, convenience, and comfort, so it can be occupied, as evidenced by a Certificate of Building Functionality. Many buildings do not yet have a Certificate of Building Functionality. This is due to a lack of public awareness, inadequate public awareness by the technical agencies responsible for building construction, and limited capacity to implement the Certificate. This study aims to describe and analyze the factors inhibiting public participation and strategies for optimizing the capacity of technical agencies to address the large number of buildings that do not yet have Certificates of Building Functionality. The research method used is qualitative descriptive. Primary data was collected through discussion group forums. Secondary data was collected from the technical agency website, mass media, journals, books, and other sources. Qualitative data analysis was done using data reduction, presentation, and conclusion drawing or verification. The results of the study indicate that optimizing the capacity of the Technical Service can be done by implementing a strategy to improve the competence of human resources of the Technical Service apparatus, increasing coordination between services in encouraging public participation through socialization, dissemination, assistance, and technical facilitation to the community who do not yet have SLF and financial support.
